Neighborhood Stabilization Program (NSP2) Application Summary



The Amount of NSP-2 Funds Requested


Housing Authority of the City of Hammond (HHA) in partnership with Hammond Elderly Housing, Inc. (HEH) will be applying for a grant allocation of $5 million dollars under the American Recovery and Reinvestment Act of 2009.  All funds will be spent in the City of Hammond, Indiana.



Proposed Plan


Housing Authority of the City of Hammond and Hammond Elderly Housing, Inc. are proposing to focus exclusively on the purchase and redevelopment of abandoned or foreclosed homes and/or residential properties as well as the purchase and redevelopment of vacant land or blighted buildings.    


All units will be developed or redeveloped as single and/or multi-family housing in order to create affordable housing that serves families at or below 50%, 60%, and 80% of the area median income.



Proposed Uses of NSP-2 Funds 


The proposed uses of NSP-2 funds will include the following:

-          Acquisition of land and/or property for development or redevelopment

-          Rehabilitation of existing dwelling structures

-          Affordable housing rentals

-          Lease with option to purchase

-          Purchase


 
All housing activities will provide or improve permanent residential structures that will be occupied by a household whose income is at or below 50%, 60%, and 80% of the area median income.

Housing Authority of the City of Hammond and Hammond Elderly Housing, Inc. will identify areas of greatest community need and revitalization potential in the City of Hammond, Indiana.


Request for Comments

In preparing the final NSP-2 application for submission to HUD, HHA and HEH will take into consideration all comments received by mail, e-mail or in person by 12:00 p.m. on Thursday, July 16, 2009.  Comments on the NSP-2 Application Summary may be submitted in person or by mail to the following address:
